About the Scheme & 2026 Reality Check

Launched in 2017, the Saubhagya scheme was designed to provide last-mile connectivity and free electricity connections to all un-electrified households in rural and urban areas. The Current Status: If an agent or a website tells you that they can get you a "Free Saubhagya Connection" in 2026, they are lying to you. The government officially declared the scheme closed in March 2022 after achieving its target of electrifying virtually all willing households in the country. The scheme is no longer accepting new applications.

The Biggest Misconception: "Free Electricity"

Even when the scheme was active, millions of people misunderstood the rules.

  • Connection vs. Consumption: Saubhagya only provided the infrastructure for free (the physical meter, the wire from the pole to the house, an LED bulb, and a mobile charging point).
  • The Bills Were Never Free: The electricity consumed every month was never free. Families who got a "free" Saubhagya connection were shocked when they received monthly bills. If they didn't pay, their connection was cut.

What to do if you need a connection in 2026?

Since Saubhagya is closed, the power sector has moved on to the Revamped Distribution Sector Scheme (RDSS), which focuses heavily on installing Smart Prepaid Meters to stop electricity theft.If you have built a new house and need an electricity connection today:

  1. You must apply through the standard commercial process of your local state DISCOM (Distribution Company, e.g., UPCL, MSEDCL, BESCOM).
  2. Go to the local electricity board office or their official state website.
  3. Apply for a "New Domestic Connection."
  4. You will have to pay the standard security deposit and meter installation charges applicable in your state today. (However, some states still offer localized subsidies for BPL cardholders).

FAQs

My Saubhagya connection was cut because I couldn't pay the bill. Can I get it back for free?

No. Even under the original rules, defaulters whose connections were cut due to non-payment of dues were strictly excluded from getting another free connection. You will have to pay your outstanding arrears and apply for a regular connection.
